Most unemployed people in the UK are out of work because they lack basic skills and motivation, not because they are losing out to migrants, according to a report by the Department for Work and Pensions.

The study, Managing the Effects of Migration, countered the argument that the arrival of one million Eastern Europeans in the past four years had reduced wages and job opportunities for Britons.
