Public-sector organisations must not underestimate the difficulties in moving to a shared-service HR model, according to the HR director of the National Offender Management Service.
Robin Wilkinson told delegates that the prison service, which comes under his remit, had made excellent progress in its transition to a new HR model, but admitted that there were things the organisation would do differently if it were to do it again.
