A test run of staff emergency plans at Cumbria County Council only a few weeks ago primed employees for action against the past week’s severe floods, PM has learnt.
Council staff were also better prepared for the floods in the county this time, after previous flooding in Morpeth in 2008 and Carlisle in 2005.
