The poor quality of line management in the public sector must be addressed if public services are to be capable of responding to the challenge of budget cuts, according to a report from the CIPD.In the first report from its Building productive public-sector workplaces series, the institute highlights the “sporadic and often inadequate” quality of front-line management in the public sector, high levels of absence and an inability to tackle poor performance.
