DVLA uses ‘in-sourcing’ to cut recruitment costs

The Driver and Vehicle Licensing Authority (DVLA) cut the cost of recruitment by £800,000 last year by “in-sourcing” its assessment and recruitment processes, PM has learnt.Judith Smith, director of HR and estates at the DVLA, said the decision to in-source was not connected to cost-cutting in the recession, but was rather a response to some fundamental questions about recruitment value. When she joined the organisation in June 2008, it used a contractor to run assessment centres for recruiting roles above executive officer level and any post paid more than £20,000 a year.
