Council outsourcing is not a done deal

Given that discussions have begun on sharing services, it’s a pity that Graham White decided to unilaterally announce that outsourcing was the way forward (‘HR can “prove itself” in merged councils'). The three councils have not agreed to such a move and I would need convincing that this would save a significantly greater amount than an internal shared service. There are many issues to resolve before a shared service comes into existence, although we are discussing closer working arrangements in the interim.
