Foreign route out of graduate debt?

I was interested to read PM’s article on the future of university fees in the UK and how these may be managed ( News, 28 October ). But if the new system allows zero fees to be paid up-front, what stops a student graduating with a degree, debt in hand and moving abroad to a tax-free haven (and hence not having to pay any fees)?Nick Trott, general manager, Modern Freight Company, Jebel Ali Free Zone, UAE
