Public service HR will 'prove itself' in London council mergers

The merger of council services in three London boroughs will give HR “the opportunity to prove itself,” as it moves towards an outsourced model, Graham White, Westminster council’s HR director, has told PM .

Westminster, Hammersmith & Fulham and Kensington & Chelsea councils announced in late October that they would move towards merging all of their services in what has been dubbed a “super-council”.
