Your report that the Land Registry is sharing its expertise in cutting jobs with other areas of the civil service suggests there is still progress to be made on employee engagement.While this is true, it is worth considering what led us to where we are now. The Public and Commercial Services Union, of which I am a secretary, fought a strong campaign against the original accelerated transformation programme that was published in October 2009, including having regular meetings with the then minister Michael Wills.
