City of Edinburgh Council, implementing self-service and e-learning
When the City of Edinburgh Council’s leadership and development department was created in 2006, a key goal was to reduce training costs while enhancing learner experience. The case for e-learning was presented with the aim of improving the HR/L&D internal brand, reducing costs, increasing quality and increasing flexibility. The HR service was also to be transformed into a centralised function, with more responsibility on managers to administer council policies and procedures, and on staff to manage their own HR accounts through an e-based platform (MyPeople/MyHR).
