Is an unhappy workforce the inevitable price to pay for cost-cutting?

Recent news headlines of councils cutting staff wages across the board and making redundancies are difficult to spin for the positive no matter the skills of the press officer. Indeed, my experience with candidates newly on the job market had led me to think that organisational changes such as that always generate anxiety among the workforce and leave a bad taste in the mouth.
