Hertfordshire Constabulary's campaign to recruit "specials" was more than just an innovative and attractive piece of recruitment marketing. The judges were particularly impressed by the steps that were taken to measure its effectiveness. The project clearly met a range of challenging objectives, from improving the quality of recruits to increasing the diversity of candidates.
